Provisioning packages, as the name implies are packages that help IT Admins configure & enroll Windows devices right at the OOBE or first run setup without imaging.
They are like a container with all the configurations and settings including the enrollment URL, there by making it easy for IT Admins to enroll devices in bulk and/or can be shared directly with employees or students so that they can easily enroll their devices.
To generate Provisioning Packages or .ppkg files, you would need a Windows machine with Windows Configuration Designer installed.
